Il faut dire que cette expérience n'est pas nouvelle parce qu'au début des années 1970, le Burkina Faso avait créé le CENATRIN (Centre National de Traitement de l'Information). Ce centre qui existe toujours avait pour ambition d'aider à l'informatisation de l'administration surtout dans le traitement informatique des données, la formation et l'équipement informatique; Aujourd'hui, le CENATRIN assure aussi la qualité de fournisseur d'accès Internet. Les nouvelles technologies étant vues comme une opportunité pour aider le pays dans sa stratégie de lutte contre la pauvreté, la Banque Mondiale, le PNUD et certaines organisations Internationales comme l'IICD appuient le Burkina Faso depuis quelques années dans sa tentative de mise en oeuvre de sa stratégie nationale. Nous allons dans cet essai donner un aperçu de l'état des lieux des nouvelles technologies au Burkina Faso dans un premier point. Dans un second, nous retracerons les grands traits de la construction de la stratégie nationale des nouvelles technologies et en dernier point, nous allons donner notre point de vue sur cette démarche. |
