Il sert d’amendement à la stratégie de SU antérieure définie dans le Décret no 2003-176/PRES/PM/MPT portant sur l’adoption de la stratégie de développement du service universel en matière de télécommunications (Décret de SU de 2003), qui recommandait le développement d’une solution de boucle locale radio qui assurerait des services vocaux et de données dans chaque village1. L’annexe A de ce document présent une comparaison entre ces deux stratégies. La stratégie nouvelle formule s’appliquerait dans la totalité du pays, mais sera testée par une mise en oeuvre préliminaire des services de SU dans la zone pilote de la région du Sud-ouest. Cette stratégie sera peaufinée à la suite de l’appel d’offres pilote. |
