La vision de ce document est l’avènement à terme d’ « un monde rural moins pauvre, jouissant d’une sécurité alimentaire durable grâce à l’accroissement des productions agricoles, pastorales, halieutiques, forestières et fauniques » Pour la réalisation d’une telle vision, l’objectif principal de la SDR est d’assurer une croissance soutenue du secteur rural en vue de contribuer à la lutte contre la pauvreté, au renforcement de la sécurité alimentaire et à la promotion d’un développement durable. Mais avant la SDR, plusieurs politiques de développement du monde rural se sont succédé au fil des années. Ainsi depuis la lettre de politique de développement agricole de 1992, en passant par le programme d’ajustement du secteur agricole jusqu’à la stratégie de croissance durable des secteurs agricole et de l’élevage, le monde rural a bénéficié d’un ensemble de programmes en vue d’assurer son développement. Ces différentes politiques ont permis de mobiliser d’importants moyens et le développement des différentes filières agricoles à travers la mise en oeuvre de projets spécifiques. Malgré la mise en oeuvre de ces programmes, le secteur rural reste encore soumis de nos jours à de nombreuses contraintes (La prédominance du mode de production extensive avec le faible niveau d’intensification et de mécanisation des exploitations, les fortes pressions démographiques sur les terres agricoles, etc.). Toutefois, de nombreuses potentialités peuvent encore être exploitées (des possibilités pour l’irrigation, des systèmes de production perfectibles, etc.) Aujourd’hui, nombre de ces filières sont en plein essor et de nombreuses opportunités de développement s’offrent à ces filières. Ainsi, les filières céréales traditionnelles, fruits et légumes, oléagineux, niébé, riz et coton présentent aujourd’hui de nombreuses possibilités de développement que les politiques agricoles devraient prendre en compte. Une autre opportunité pour le développement du monde rural est l’avènement des technologies de l’information et de la communication. En effet, depuis quelques années, on a assisté à un essor fulgurant de ces nouvelles technologies et à leur forte diffusion dans le milieu rural. Parmi les nombreuses possibilités d’usage des TIC en milieu rural, certains usages sont une réalité au Burkina Faso. Au titre de ces usages, nous pouvons citer la diffusion d’information sur les prix et les stocks agricoles (exemple de la SONAGESS et du tradepoint de l’ONAC), la visibilité et le marketing des produits (à travers les sites web crées par les OP), la traçabilité et la certification des produits (exemple de la FEPASSI et de Songtaaba), les échanges et le partage de connaissance entre les producteurs, l’information et la sensibilisation des producteurs sur les différentes techniques culturales (exemples des émissions radios de pag la yiri). On peut donc dire que les expériences des projets pilotes au Burkina Faso sont assez convaincantes pour aller de loin dans l’implémentation des usages TIC pour le monde rural. Toutefois, la lourdeur des projets et programme dans ce sens (Cyber stratégies nationales, projet fonds de services universel, etc.) nous interpelle à entreprendre des actions plus ciblées pour ne pas paralyser les mécanismes actuels. |
