| Resumé du document : | L'Est du Burkina Faso est une région avec un grand potentiel en élevage, deuxième activité du secteur primaire après l’agriculture détenant ainsi une part importante dans la production nationale. Une politique gouvernementale favorable au développement du secteur, a doté en 2004 la région d'un marché à bétail localisé dans la ville de Fada N'Gourma, chef lieu de la Région de l'Est et au carrefour avec les pays voisins du Bénin, du Niger; et du Togo. Ce sont des infrastructures modernes et impressionnantes pour près de 750 000 000 de FCFA, financées par la Coopération Suisse. On y enregistre chaque jour de marché des offres de vente de plus de 1 000 têtes de bovins, ovins, caprins pour des flux financiers de plus de cent millions de francs CFA. Divers acteurs (éleveurs, courtiers, exportateurs, prestataires, etc.) et leurs organisations animent le marché. Ce grand potentiel demeure sous-exploité par un manque d'accès à l'information et à des outils de communication efficaces et adaptés. Notre travail a pour objectif de proposer des solutions pour la mise en place de services et de dispositifs TIC capables d'assurer la promotion du marché, de permettre aux acteurs d'accéder à de l'information utile et de communiquer aisément tout en modernisant les métiers. Le taux d'alphabétisation au sein des acteurs directs du marché est très faible. L'utilisation de TIC dans la recherche de l'information est limitée à la communication vocale par le téléphone cellulaire. Les canaux d'information se résument au "bouche à oreille". Les informations recherchées sont variées allant de la disponibilité d'animaux en vente au cours des devises de pays voisins (Neira et Cedi). Il existe par contre une volonté des acteurs à moderniser leur métier notamment par une alphabétisation et l'apprentissage de l'usage des TIC soit pour euxmêmes ou pour des membres de leur famille plus lettrés et impliqués dans leur activité commerciale. L'intégration des TIC dans un système d'information de communication autour du marché à bétail est par ailleurs un besoin repris par les prestataires de services (cabinets vétérinaires et guichets de banques), les partenaires techniques et l'administration communale. Pour répondre à ces besoins, nous avons proposé les solutions suivantes: • La création d'un site Web portail comme moyen pour promouvoir le marché, ses acteurs et ses produits; • L'utilisation des plateformes d'accès aux informations agro-pastorales existantes La plateforme AGRITRADE et du RESIMAO ; • L'utilisation optimale du SMS comme outil de communication entre acteurs • La création de nouveaux métiers et/ou la modernisation des métiers traditionnels • La création d'un accès public à Internet dédié au marché à bétail Nous avons rédigé cahier des charges pour la mise en oeuvre de ces solutions. |
