L’implication des populations à tous les nouveaux de cette sphère, les espoirs qu’ils suscitent (création d’emplois) ainsi que les craintes occasionnées par son fonctionnement laissé à la dérive de l’évolution constante des TIC nous interpellent à avoir un regard plus introspectif sur le phénomène. C’est pourquoi une étude scientifique s’impose pour faire le point sur tout ce que l’on est en mesure de connaitre sur ce sous-secteur en effervescence, notamment ses forces et faiblesses, la trajectoire qui a guidé son histoire, les logiques qui sous-tendent son fonctionnement, les principaux acteurs, la réglementation en construction, les nouveaux ordonnancements sociaux enclenchés par le dynamisme du secteur, les facteurs qui influencent son développement, voire même opérer une nouvelle définition en l’absence de tout critère de légalité pour se focaliser sur les logiques intrinsèques de ce secteur. En effet, cette définition qui met l’accent sur la légalité ne part pas du secteur en tant que tel, mais propose une lecture de celui-ci en rapport à une autre forme de pratique économique en vigueur ailleurs. Il serait mieux de partir du secteur informel pour donner sens et pertinence à une définition vierge de toutes empreintes idéologiques. S’agissant du sous-secteur des TIC, l’absence de publication dénote de l’urgence d’une étude scientifique afin de combler le vide théorique d’autant plus que son développement s’est fait à une vitesse exponentielle qui mérite des interrogations quant son rôle, ses pratiques, son importance, ses enjeux, ses prédispositions, ses atouts, ses potentiels, etc. pour les pays d’Afrique comme les cas du Burkina, du Cameroun et du Sénégal. L’Etat des lieux du secteur des TIC au Burkina Faso, au Cameroun et au Sénégal réalisé dans le cadre de cette étude a permis de jeter une base pour explorer en profondeur le phénomène. On a grâce à ce premier travail renforcé nos hypothèses et aux questions de recherche, ce qui a abouti à la mise en place d’une méthode de recherche scientifique adaptée pour appréhender le phénomène nouveau qu’est le secteur informel des TIC en Afrique. Les statistiques TIC dans les 3 pays vont dans une tendance croissante sur la plupart des indicateurs, en particulier ceux de la téléphonie mobile. Les prix dans ce domaine ne sont pas en baisse à cause de la stratégie oligopolistique des opérateurs de télécommunications d’une part et d’autre part du fait que les opérateurs ne couvrent pas les mêmes zones et n’ont pas les mêmes services.Il est donc très courant de voir un usager avec deux ou trois téléphones portables. L’internet reste un phénomène urbain, mais la situation est en train de changer avec la possibilité d’accès par téléphone mobile et par clé USB GPRS. En dehors des efforts de développement de services à valeur ajoutée comme les CALL CENTER au Sénégal, ainsi que du montage d’ordinateurs également au Sénégal, l’essentiel est orienté sur des services TIC en téléphonie mobile avec des milliers de CALL BOX au Cameroun ou de TELECENTRES au Burkina. Les stratégies en matière de développement des TIC semblent dans l’ensemble être calquées pour les stratégies de cadre stratégique de lutte contre la pauvreté. On dénote réellement un moindre effort pour faire des TIC une industrie véritable de développement. Les sous produits ou produits embarqués sur les téléphones mobiles restent embryonnaires et augurent un développement futur, les opérateurs de télécommunications, poussés par les faibles taux de pénétration du mobile plus préoccupés par le développement des réseaux que la création de services utilisant les supports mobiles. Néanmoins, des expériences intéressantes commencent à voir le jour au Sénégal (accès au prix des produits agricoles avec www.manobi.sn) eu Cameroun (paiement par téléphone mobile). Les observations faites dans les trois pays ont en effet montré que le secteur informel est un phénomène réel, important, mais non exploré, on ne connait pas l’étendue du phénomène ou dans quel sens il va. Il draine des milliers de personnes, mais on ne possède aucune référence pour quantifier son apport aux économies. Si les politiques vantent le secteur des TIC comme pourvoyeur d’emplois en se référant aux emplois dits informels, il n’existe aucun mécanisme pour aider ou appuyer le secteur, ce qui est normal parce qu’il n’est pas pris une entité à part, en dehors des stratégies de récupération des impôts. |
