| Resumé du document : | Le présent rapport, qui dresse l’état des lieux du secteur informel des TIC au Cameroun, est organisé en trois sections. La première est un portrait du secteur des TIC caractérisé par la libéralisation des télécommunications en 1998. Avec cette ouverture, les TIC ont connu depuis les années 2004-2005 une percée due principalement au boom de la téléphonie mobile. Trois licences d’exploitation sont attribuées à CAMTEL, Orange et MTN mais à date seulement les deux opérateurs privés, Orange et MTN, sont sur le terrain. Avec l’entrée de ces deux opérateurs dans le secteur, la télé densité est passée de 0,7% à près de 17% en ce moment. Par contre pour le segment Internet, elle est très faible : 0,16%. En matière de production des TIC, le Cameroun demeure un pays de consommation où les produits TIC sont importés de l’occident. La réglementation en vigueur concerne les secteurs de l’audiovisuel, de la télévision et des télécommunications ; il n’y a pas encore de législation pour ce qui est de l’Internet. Malgré les mesures prises par les opérateurs de téléphonie pour baisser les prix des communications et le rôle de l’ART, les prix restent encore élevés. Dans la deuxième section, le secteur informel est brossé. C’est un secteur assez dynamique qui joue un rôle aussi bien économique que social. Son apport dans la recherche des voies et moyens de combattre la pauvreté fait de ce secteur un ne pouvant plus être qualifié de marginal. Il contribue pour 56% du PIB et absorbe 90,4% des emplois. Ces emplois, pour la plupart précaires, se retrouvent dans le secteur des services et du commerce en milieu urbain,net de l’industrie artisanale en milieu rural. Bien qu’informel, il est assujetti au paiement de l’impôt libératoire. La conjoncture économique du pays a fait que l’informel se retrouve dans tous les secteurs de la vie économique, les TIC n’étant pas des restes. Enfin dans la troisième section, une tentative d’esquisse du secteur informel des TIC est élaborée. En l’absence de données, on peut néanmoins dire que l’informel dans les TIC se retrouve surtout dans la vente des produits et services de communication mobile. |
