Ce décalage dans le savoir entraîne l’utilisation non seulement de systèmes d’information incompatibles, une maintenance coûteuse et inefficace des structures des TIC, mais aussi le paiement de licences d’utilisation de logiciel qui drainent les ressources. Pour affronter ce problème, il faut créer des compétences et des marchés au niveau local, s'appuyant sur une connaissance des TIC, et développer une industrie nationale des TIC plus forte, comme cela a été le cas en Asie au cours de la dernière décennie.
