Resumé du document : Selon le rapport mondial du développement humain 2002, le revenu des 5% des personnes les plus riches au monde reste 114 fois supérieur à celui des 5% les plus pauvres. Au cours des années 1990, le nombre de personnes vivant dans l’extrême pauvreté en Afrique-subsaharienne est passé de 242 millions à 300 millions. Un nouveau fossé, celui de l’information et des transports, se creuse et vient aggraver l’écart économique traditionnel entre Pays Développés et Pays en Développement. En effet, 72% des Internautes vivent dans les pays des Organisations pour la Coopération et le Développement Economique (OCDE) qui regroupent pourtant, seulement 14% de la population mondiale (Cf. rapport du développement humain 2001). A contrario, sur les 770 millions de personnes que compte l’Afrique, - 50 millions ( soit 6,49%) ont un poste de télévision, - 20 millions ( soit 2,59%) ont une ligne téléphonique fixe, - 20 millions ( soit 2,59%) ont un téléphone cellulaire, - 5,9 millions (soit 0,77%) ont un ordinateur, - 5,5 millions (soit 0,71%) utilisent Internet, - 2 millions (soit 0,26%) disposent d’un service de télévision à péage. En outre, les inégalités dans l’accès à l’information et à la communication entre le Nord et le Sud aggravent une rupture économique déjà considérable. (...)
