En effet, les pratiques commerciales des opérateurs vis-à-vis du grand public notamment en matière de tarifs, de clauses contractuelles diverses, d’informations des clients, de règlement de litiges constituent autant d’indicateurs d’évaluation de l’impact de l’ouverture à la concurrence sur le quotidien du consommateur. Il s’agit donc de s’assurer que ces pratiques commerciales vont dans le sens de l’objectif recherché par l’ouverture à savoir apporter aux consommateurs des bénéfices réels en termes de services offerts et de qualité de service entre autres. Dans cet ordre d’idées, il est nécessaire pour l’Agence de disposer en plus des mesures techniques de qualité de services et de performances des réseaux, des informations sur les pratiques des opérateurs vis-à-vis de leurs clients à travers une enquête directe auprès du grand public. Dans cette optique, l’Agence s’est attaché les services du Bureau d’études SOREPS Sarl qui est une Société de Réalisation des Etudes et des Prestations de Services ; c’est le résultat de ses travaux qui est présenté ci-après. |
