Afin de préciser l'étendue de la fracture numérique des nouvelles batteries d’indicateurs synthétiques comme celui de l’ Indice d’accès numérique (IAN, DAI Digital Access Index) de l’Union Internationale des Télécommunications ou comme ceux du « network readiness of economies » de la Banque mondiale privilégient l’infrastructure télématique. Par ces indices la fracture numérique entre les pays industrialisés et les pays en développement notamment les pays Africains est imparfaitement mesurée. Un portrait misérabiliste des pays Africains, dont les deux tiers se trouvent en bas du tableau, est dressé par l’indice de l’UIT . Notre approche récuse la conceptualisation unifiée de la société de l’information et décline les mesures standardisées de la fracture numérique parce qu’elles sont manifestement de tendance technicienne et marchande. Les mesures comparatives comme l’IAN de l’ UIT dissimulent les traits de la société de l’information telle qu’elle est tracée dans la déclaration de principe et le plan d’action du SMSI. L’image de cette société, qui devrait être culturellement rayonnante par la présence des oeuvres de l’intelligence et de la beauté, conservés dans les bibliothèques et des musée, est ternie par la domination des câbles et des pécules. A partir des données objectives se basant sur des variables qui mettent en valeur la culture informationnelle « la littératie » nous proposons en alternative des indicateurs qui se basent sur la fréquentation des bibliothèques afin d’estimer le degré de la préparation à la société de l’information, le« e-readiness ». La prise en compte des indicateurs de comportements, des usages culturels permettrait de décrire la société de l’information d’une façon plus rationnelle. Si on comptabilise les critères de lecture et de littératie l’Afrique ne sera plus la lanterne rouge. Elle aura plus de chance de révéler son vrai visage d’un continent culturellement riche et prometteur. A travers la divergence des deux visions idéologiques et méthodologiques nous essayerons de démontrer qu’il existe une liaison étroite entre la fracture numérique et « la fracture statistique » telles quelles sont établies par les organisations gouvernementales internationales du néolibéralisme. |
