Resumé du document : Les technologies de l’information et de la communication comptent aujourd’hui parmi les secteurs clés qui contribuent le plus au développement économique et social en Afrique. En raison de la progression croissante de ce secteur, le rôle du régulateur mérite d’être repensé. L’étude de la régulation à l’épreuve de l’innovation dans les Etats africains participe de cette réflexion. L’analyse s’est fondée essentiellement sur l’exploitation des sources secondaires pertinentes sur le sujet: ouvrages, articles, communications. En l’état actuel des choses, la régulation est caractérisée, dans la plupart des Etats africains par une sorte d'inertie en ce qui concerne notamment la prise en compte de l’innovation. En effet, même si elle est évoquée dans les documents, l’innovation, dans la pratique quotidienne du régulateur africain en général, n’occupe pas encore la place qui devrait lui revenir. Il est donc nécessaire de mettre en oeuvre une régulation créant des conditions propices à l’innovation, aptes à l’accompagner tout en veillant à ce qu’elle soit mise au service d’une croissance équilibrée et durable. Il faudra une régulation préventive, dynamique et souple. A cette fin, les différents acteurs : opérateurs, associations de consommateurs, régulateurs, gouvernements et Communautés Economiques Régionales doivent se mobiliser et jouer pleinement leur rôle afin de permettre aux Etats africains de saisir réellement les opportunités offertes par l’innovation.
