| Resumé du document : | La régulation tarifaire a été considérée comme un instrument pour contrôler les tarifs d’interconnexion ou de gros. Cela était justifié, parce que l’enjeu était l’accès aux réseaux des opérateurs historiques par les nouveaux entrants pour éviter le cloisonnement des réseaux et favoriser la concurrence. Aujourd’hui, le marché des télécommunications a montré ses limites pour favoriser des prix bas à l’utilisateur parce que la concurrence sur ce marché ne peut être parfaite et l’existence des différenciations tarifaires « on net » « off net » rend indispensable une régulation des tarifs de détail. |
