| Resumé du document : | Cette étude a été réalisée afin de mettre en exergue la pratique du suivi évaluation au sein du programme protection de l’enfant de l’ONG Tdh Lausanne au Burkina Faso. Un programme qui intervient dans cinq provinces que sont le Kadiogo, le Houet, le Ganzourgou, le Sourou et le Seno. Cette étude vise aussi à déterminer les causes des contre-performances enregistrées par le dispositif de S&E de ce programme et enfin proposer des perspectives et des recommandations en vue d’améliorer la performance de ce dispositif de S&E. Pour ce faire, la performance du dispositif de S&E du programme a été évaluée avec deux variables à savoir le niveau de maîtrise des aspects techniques liés au suivi-évaluation et la prise en compte des aspects managériaux liés au programme. Nous avons utilisé une approche quantitative pour l’échantillonnage et qualitative pour la collecte et l’analyse des données. Les données recueillies ont été traitées et analysées par le tableur Excel. Les résultats de l'enquête effectuée auprès d’un échantillon de vingt-cinq (25) personnes sur une base de sondage de trente-huit (38) personnes, nous ont permis de confirmer deux hypothèses sur les trois formulées en vue de déterminer les facteurs explicatifs de la défaillance du dispositif de suivi évaluation du programme protection de Tdh au Burkina Faso. Il en résulte après analyse des données que la faible maîtrise technique et d’appropriation des outils de S&E par les acteurs, le manque de motivation des agents et l’insuffisance du budget alloué au S&E sont entre autres les principaux facteurs explicatifs des dysfonctionnements du volet S&E du programme. Ainsi, donc avons-nous recommandé la mise en œuvre d’un plan de suivi-évaluation plus participatif avec les moyens conséquents alloués au volet S&E permettant de prendre en compte les attentes et les besoins des parties prenantes au S&E surtout dans le contexte du nouveau positionnement (Faire-Avec) de Tdh à l’endroit de ces partenaires. |
