Pas un seul pays d’Afrique n’était connecté à l’Internet jusqu’en 1990. Si l’Afrique est encore relativement sous-équipée en moyens TIC, les progrès accomplis depuis une dizaine d’années sont cependant considérables. Le taux de pénétration moyen en Afrique est passé de 0,8% pour le mobile en 1998 à 33% une dizaine d’année plus tard, tandis que la pénétration des lignes fixes stagnait (passage de 1,2% à 1,5%). Ce ratio est supérieur à 90% dans certains pays (Afrique du Sud, Seychelles, Gabon, etc.) et inférieur à 5% dans d’autres (Erythrée, Ethiopie, etc.). 2 Compte tenu de l’importance des apports indirects des TIC dans la vie quotidienne des africains, les utilisateurs y consacrent une partie significative de leur budget. Les ménages de certains pays comme la Namibie, l’Ethiopie ou la Zambie, consacrent jusqu’à 10% de leur revenu mensuel en téléphonie ; cependant le coefficient budgétaire, dans les pays développés, est de l’ordre de 3%. Les implications économiques s’apprécient directement à travers les milliers d’emplois créés, l’importance des recettes fiscales réalisées par l’Etat, et indirectement avec l’apparition de nouveaux biens et services contribuant à soutenir l’activité des autres secteurs. Les zones isolées sont virtuellement désenclavées. Au-delà de la création d’emploi, les TIC permettent l’éclosion d’un véritable esprit entrepreneurial et un moyen de réinsertion des économies nationales dans les échanges mondiaux. La formation et la médecine à distance ont constitué un levier important pour le développement de l’éducation et la santé du fait de l’utilisation rationnelle des maigres ressources humaines qualifiées et matérielles disponibles. Il existe en effet une relation positive entre le taux de pénétration des TIC et le développement socio-économique de l’Afrique; d’où l’importance du thème : évolution et implication socio-économique des TIC en Afrique.
