Dans le même temps, les Opérateurs historiques ont été privatisé dans beaucoup de pays de la région entraînant une réorientation des investissements dans une logique de rentabilité à court terme. De ce fait, il n’y a pas eu d’investissements conséquents dans la construction des réseaux de transport dorsaux et dans l’accès aux backbones internationaux. Le nouvel environnement des TIC est marqué par une croissance rapide de l’Internet mobile avec l’avènement de la 3G et de la 4G et un développement du Web avec la révolution des réseaux sociaux. Ce changement radical a eu pour conséquence une explosion du trafic de données avec essentiellement de la vidéo. Il y a eu sur les réseaux un dépassement du trafic voix par le trafic de données. Des Opérateurs mobiles internationaux comme Orange ou BT ont connu des périodes de saturation de leurs réseaux à cause du trafic de donnée généré par les smartphones. Malheureusement, les réseaux dans notre sous-région ne sont pas construits pour transporter de tel volume de trafic de données. La construction de tels réseaux nécessite de gros investissements et la rentabilité de ces types d’investissement se fera sur plusieurs années. Il faut donc trouver un mécanisme pour financer ces lourds investissements afin de permettre aux populations de notre région de bénéficier pleinement des avantages technologiques des TIC pour leurs développements économique et social. La contribution propose partenariat public/privé pour la création d’une coopération de développement des infrastructures de base pour permettre une construction rapide, une gestion et un développement des backbones nationaux régionaux et internationaux. |
