Resumé du document : Cette contribution se fonde sur des indicateurs économiques d’intensité concurrentielle et des arguments du droit de la concurrence pour analyser les fondements institutionnels de la régulation du secteur des télécommunications et ses effets sur le fonctionnement du marché des télécommunications mobiles au Bénin. Trois résultats se dégagent de l’analyse. D’abord, nous montrons que la régulation constitue un principe constitutionnel au Bénin. Le deuxième résultat est que le marché béninois des télécommunications mobiles, conséquence de la dérèglementation de l’opérateur historique demeure un marché sur lequel les règles de la concurrence ne sont pas respectées. Enfin, nous mettons en relief un comportement développé par les abonnés en réaction au pouvoir de marché des opérateurs mobiles et que nous qualifions de « multi-adhésion ».
