Etudiant les exemples camerounais pour l’Afrique centrale et burkinabè et sénégalais pour l’Afrique de l’Ouest, l’étude a permis, à travers une enquête portant sur près de 3000 unités informelles des TIC, d’obtenir les principaux résultats suivants : Caractérisation du secteur informel des TIC: les unités informelles sont des entreprises individuelles ayant un promoteur dont l’âge est compris entre 25 et 35 ans et dont le niveau d’instruction atteint le secondaire. Ces unités sont également caractérisées par une forte concentration dans les centres urbains et l’activité informelle dominante est celle des télécommunications (environ 80% des acteurs) suivi de l’informatique et de l’audiovisuel numérique. Dynamique du secteur informel des TIC : l’étude a également permis d’analyser la dynamique du secteur informel des TIC ainsi que les facteurs explicatifs de cette dynamique. Ainsi donc, il ressort que pour l’ensemble des trois pays, une bonne proportion des acteurs (environ 30%) a constaté une évolution du chiffre d’affaires et de la marge bénéficiaire résultant de l’activité annuelle. Il en est de même pour l’évolution de la clientèle et de la quantité d’inputs. Les facteurs explicatifs de ces dynamiques, varient souvent d’un pays à un autre. Mais d’une manière générale, selon la majorité des promoteurs, la forte concurrence, le pouvoir d’achat des consommateurs, le domaine d’activité du promoteur influencent leur niveau d’activité. La dynamique peut s’appréhender aussi à travers le faible recours des acteurs aux institutions de crédit et la faible mobilité intra sectorielle. Potentiel social et économique : pour finir l’étude a évalué le potentiel socio-économique du secteur à travers l’analyse de sa contribution à la création d’emplois, à la valeur ajoutée globale et au budget des Etats. Il ressort que le nombre moyen d’emplois par unité informelle est en moyenne de 1,5 employé par unité et que le bénéfice annuel est positif pour la plupart des promoteurs. Egalement ces unités contribuent au budget des Etats avec une contribution annuelle atteignant 2% des charges. |
