Les multiples plans de développement économique et d’ajustement, s’ils ont permis de corriger les déséquilibres économiques et sociaux, n’ont pas fondamentalement modifié les perspectives de la zone. L’UEMOA s’interroge ainsi sur son futur, soucieux de trouver les leviers les plus appropriés pour tirer son épingle du jeu de la mondialisation. Dans ce contexte peu favorable, le développement fulgurant des Technologies de l’Information et de la Communication pourrait redonner espoir aux pays de l’UEMOA, si et seulement s'ils savent prendre, à temps, le train en marche, et rejoindre dès maintenant les nations les plus dynamiques en matière d’intégration des TIC dans le processus de développement. |
