L’évaluation de la couverture est faite sur la base de mesures réalisées sur le terrain vérifiant la possibilité pour un utilisateur d'accéder au réseau propre de l’opérateur, c'est-à-dire permettant d’en vérifier l’accessibilité. La carte de couverture transmise par l’opérateur à l’Autorité est ainsi vérifiée en contrôlant l’accessibilité du réseau dans la zone déclarée couverte par l’opérateur.
