L’objectif principal de la mission est d’apprendre pour l’avenir : apprendre des leçons, identifier des bonnes pratiques et, sur cette base, définir les principes directeurs et contours de nouveaux programmes d’activités dans le domaine de « OP-TIC. Une tournée au Mali et Burkina Faso a permis d’échanger avec une trentaine d’organisations, notamment des organisations paysannes, mais aussi le secteur privé, des prestataires de service et des structures (para)étatiques. Pour chacune des organisations visitées des études de cas ont été fait. Les expériences avec l’emploi de TIC sont résumées selon les domaines suivants : (i) communication interne et externe : équipement, formation de base et connexion des organisations paysannes ; (ii) Information et intelligence de marché ; (iii) Centres d’information et de service et (iv) Diffusion des informations. L’analyse des études de cas aboutit à la formulation de constats et leçons relatives à la prise de conscience sur les opportunités et enjeux des TIC, le rôle potentiel des TIC pour le renforcement des capacités des organisations paysannes, l’emploi approprié et durable des TIC, des bonnes pratiques ayant des succès sur le terrain et les mesures d’accompagnement qui s’imposeraient pour promouvoir les TIC pour le développement agricole en général et le renforcement des capacités des organisations paysannes en particulier. Les leçons apprises permettent de cibler les innovations TIC prometteuses, de formuler des principes directeurs et les stratégies et démarches à suivre. Comme futures orientations, la mission identifie 6 axes : (i) Centres de Service d’OP (formation et équipement bureautiques des niveaux intermédiaires des OP) ; (ii) Améliorer la visibilité des OP par inventaire des OP et sites web ; (iii) Bâtir un système régional d’information des marchés, avec prix en temps réel ; (iv) Faciliter la traçabilité et la certification des produits agricoles ; (v) Méthodes innovatrices de diffusion d’information et (vi) Capitalisation expériences et développement panier d’options OP-TIC. En combinant les résultats de cette mission avec ceux de l’équipe Ghana-Cote d’Ivoire, il est prévu d’opérationnaliser les conclusions en des programmes d’activités conjoints. |
